SPECIAL MEETING
BOARD OF EDUCATION
WEDNESDAY, FEBRUARY 1, 2006

The special meeting of the West Franklin USD #287 Board of Education was held Wednesday, February 1, 2006, at the Pomona High School Multi-Purpose Room in Pomona, Kansas.

Board members present were: Neal Baker, Keith Milliken, Janie Dillon, Randy Hermreck, and Nancy Reed. Administrators present were: Superintendent Susan Myers, and Principals Rick Smith, Royce Powelson, Eric Koppes, and Susan Wildeman. Also present were many staff members, students, and community members.

The meeting was called to order at 6:00 pm by President, Neal Baker.

Neal Baker turned the meeting over to Patrick Dunn, IBB Mediator.

Mr. Dunn reviewed with the board Interest Based Model Problem Solving, also known as PAST Model (Principle, Assumptions, Steps, Techniques, and Terms)

Mr. Dunn then listed the values for each aspect of the model

Principles

• Focus on issues not personalities
• Focus on interest not positions
• Create options to satisfy mutual and separate interests
• Evaluate options with standards, not power or rights

Assumptions

• Enhance relationships
• Everyone can win
• You can help each other win
• Open discussion expands both mutual interests and options
• Standards can effectively replace powers & rights

Steps

• Identify issues
• Identify interests
• Develop Options
• Develop Standards
• Judge Options with standards

• Problem Solving
• Idea Charting

Terms

• Issue = Topic or subject to be decided
• Position = One party’s solution to an issue
• Interest = One party’s concern about an issue
• Options = Any solution that satisfies any interest
• Standards = Factors we use to judge options

Mr. Dunn had the board participate in several exercises to help with the following:

Deciding interest from position statements

Developing options based on interest

Tying criteria to potions and interest

Linking interests, options & criteria

Mr. Dunn began the public comment session at 7:50 pm and he resided over this session as moderator.

The next meeting will be held Wednesday, February 15, 2006 at 6:00 pm in the Pomona High School multi-purpose room.

Neal Baker adjourned the meeting at 8:00 pm.
