The regular meeting of West Franklin USD #287 Board of Education was held on June 14, 2004 at the Education Center in Pomona, Kansas. The following board members were present: Mrs. Sheila Anderson, President Neal Baker, Mr. Randy Hermreck, Mrs. Mary Ann Parkin, Mr. Jeff Piersol and Mrs. Nancy Reed. Also present were: Superintendent Susan Myers, Appanoose Principal Rick Smith, Board Clerk Robin Bigham, and District Maintenance Technician Jerry Engel. Others present included: Mike Pickman, Kaci Gull, Shannon Crowley, Candace Jones (Ottawa Herald) and Whitney Kimball (KOFO).

President Neal Baker called the meeting to order at 7:00 p.m.

Mary Ann Parkin moved to amend the agenda to add 3.10 for Work Comp Insurance, approve the minutes of the previous meeting and to pay the bills as presented. The motion was seconded by Sheila Anderson and the motion passed 6-0.

Appanoose Principal Rick Smith reported that summer maintenance is going well and seems to be ahead of schedule. He said that the gym floors in the old gym look really good.

Superintendent Susan Myers handed out the Industrial Arts Curriculum and passed around a copy of the textbook that is to be approved at the July 2004 meeting. She said that all curriculum revisions are up-to-date. Dr. Myers also reported that Janie Dillon did not want to be the Three Lakes Cooperative Board Representative for next year.

Nancy Reed made a motion to allow Franklin County Mental Health the use of a van at $20.00 per day for the summer. Mary Ann Parkin seconded the motion and motion passed 5-1.

Travel requests were presented for Susan Myers to attend a Leadership Academy and for Susan Wildeman to attend two workshops for new principals. Mary Ann Parkin made a motion to approve travel requests as presented. Nancy Reed seconded the motion and motion passed 5-1.

A letter from David Clayton requesting to donate (25) sick leave days was discussed. Randy Hermreck made a motion to allow David Clayton to donate sick leave in accordance with the negotiated agreement. Mary Ann Parkin seconded the motion and motion passed 5-1.

A recap of the bids for used woodworking tools was presented to each board member. Mary Ann Parkin made a motion to accept the high bid for each piece of equipment. Sheila Anderson seonded the motion and motion passed 4-2.

A recap of the bids for used school vehicles was presented to each board member. No bids were received for the used bus. Mary Ann Parkin made a motion to accept the high bids on the van and pickup and to advertise the bus in the Ottawa Herald. Nancy Reed seconded the motion and motion passed 5-1.

A recap of the bids for computer workstations was presented to each board member. Mary Ann Parkin made a motion to accept the low bid from Multiwave/CLT Computers. Nancy Reed seconded the motion and motion passed 6-0.

Williamsburg Recreation Commission is in the process of working on lights at the ball fields and needs an easement approved by the board. Sheila Anderson made a motion to approve the KPL easement at the Williamsburg Ball Diamonds. Nancy Reed seconded the motion and motion passed, 6-0.

Due to deadlines, the paperwork for the Nutrition Program Agreement for the 2004/05 school year needs to be approved in June instead of July. Nancy Reed made a motion to approve the Nutrition Program Agreement for the 2004/05 school year. Sheila Anderson seconded the motion and motion passed 6-0.

Superintendent Susan Myers explained the Amicus Brief to Support Low Enrollment Weights. Two lobbying groups for small schools are to take information to the Supreme Court on the benefits of low enrollment weighting for small and medium sized school districts. Mary Ann Parkin made a motion to pay $500 to be included in the Amicus Brief. Sheila Anderson seconded the motion and motion passed 4-2.

Last year the school district changed to the KASB Workers Compensation Pool. This year, the rates at KASB are up an additional $15,000. Ron Taylor, our insurance agent, got Hartford Insurance Company to rate us for Work Comp and they are $6,593 less than KASB. Jeff Piersol made a motion to accept the workers compensation rates from Hartford Insurance Co. and drop from the KASB pool. Nancy Reed seconded the motion and motion passed, 6-0.

Superintendent Susan Myers presented information on E-Requisitions to the board. This is a computer based program for the completion of requisitions. The requisition would be completed on-line, then sent to principals for signatures and then to the superintendent for final approval, all via the computer. It was the consensus of the board to move forward with e-requisitions.

Dr. Kent Stewart sent Citizen Committee Guidelines to board members regarding the facility study. The guidelines will be on the July 2004 agenda as a discussion item.

The board took a five minute break at 8:05 pm.

Neal Baker made a motion for the board to enter executive session for ten minutes at 8:13 p.m. to discuss personnel issues. Justification of the executive session is to protect the privacy interests of identifiable individuals. Sheila Anderson seconded the motion and motion passed 6-0.

The board came out of executive session at 8:23 p.m.

Justification of the executive session is to protect the district's right to the confidentiality of its negotiating position and the public interest. Sheila Anderson seconded the motion and motion passed, 6-0.

The board came out of executive session at 8:45 p.m.
